Minutes of the Meeting of the Helmdon Parish
Council held on
Monday, 6th January 2003
in the Reading Room, Helmdon at 7:30 p.m..
Present:
Councillors Burns, Brookhouse, Glassett, Ayres, Bearman, Gittens,
Spendlove and Earl.
District Councillor R. Digby.
Apologies:
Apologies were received from Councillor England. and County Council
Shepherd-Cross.
The purpose of the meeting was to discuss and comment on the following
three reports:
NCC Structure Plan review 2021
SNC Draft Cultural Strategy
SNC Draft Economic Development Strategy.
The District Councillor spoke about the SNC documents and a general
discussion took place.
It was agree the Clerk should respond to the questionnaires at
the end of each report as follows:

Item 4 Comments:
i) Concern was expressed regarding Housing and Health
ii) The layout of the appendix is very difficult to follow.
iii) It appears to be an ill thought out strategy document.
2. SNC Draft Economic Development Strategy:
Comments :
i) South Northants is considered to be an affluent area and is
forgotten in many instances to its disadvantage in favour of other
areas.
ii) The Council is relatively happy the document has achieved
the coverage we would expect.
iii) As it is not an action plan the PC will be very interested
in seeing sight of the draft Action Plan when it is available.
3. NCC Structure Plan Review 2021
i) The Parish Council raised the question of where South Northamptonshire
will be when and if regional organisations are revised.
ii) The Parish Council expressed concern about regionalisation
that is currently taking place and asked for information as to
where regionalisation is going at present and in which region
Helmdon can expect to end up.
iii) The Parish Council discussed the report in detail and replied
to the various questions posed in the report as follows:

effect on South Northamptonshire.
