Helmdon Parish Council

Minutes of the Annual Meeting of the Parish Council held on Wednesday 24th May 2000.

Present. Cllr Glassett (Chair) Cllrs Ayres, Brookhouse, Burns, England, Gittens, Spendlove Sgt Dawling and three members of the public.

1. Apologies were received from Cllr Harrold and County Cllr Smith.

2. Election of Chair. Cllr Brookhouse proposed, seconded by Cllr England, that Cllr Glassett continue as chair, Cllr Glassett accepted the nomination. There being no further nominations Cllr Glassett was elected as chair.

3. Election of Vice Chair. Cllr Brookhouse was nominated by Cllr Ayres and seconded by Cllr Burns. Cllr Brookhouse accepted the nomination and was elected.

4. Membership of Committees. Planning. Chair Cllr Brookhouse members, Cllrs Burns, Glassett, Gittens and Bearman. Finance. Chair Cllr Glassett members, Cllrs Harrold, Gittens and the Parish Clerk. Allotments. Cllrs Gittens and Ayres. Road Safety. Cllrs Glassett, Brookhouse, England, Harrold and Spendlove as well as representatives from the School Governors.

5. Appointment of representative of the Parish Council. Reading Room - Cllr England. School Governors - vacant. Neighbourhood Watch - Cllr Brookhouse.

6. Minutes of the last meeting (22.3.00) were amended, accepted and signed.

7. Matters arising from the minutes. No response from SNC re unadopted sewers, clerk to write again. Finns had been working on the War Memorial. The waste bin had not been provided at the recycling centre - clerk to write again. Still no response about parking problems at Hintons Close, clerk to follow up. Another letter to be sent about missing Station Road sign at Jeffs bridge. Cllr Bearman to submit to the Parish Council, the cost of the work to restore the bier .

8. Formation of new committee to look at Parish Council meetings structure and Standing Orders. Cllrs Harrold, Brookhouse and Spendlove and the Parish Clerk will form the new committee.

9. Planning Matters. An application for a 3m high fence at Fountain House was considered. The Parish Council objected to the height of the fence and questioned if all of the land in question belonged to the applicant or British Railway. Clerk to write to Lloyds. Decisions. Permission has been granted for an agricultural barn at Stockings Farm, change of use of land adjacent to 22 Bell Close, conservatory at rear of 11 Wappenham Road, extension at rear of 15 Station Road, 2m high boundary fence at The Cottage Field Way, 3 loose boxes and tack store at Bibrook Church Street.

10. Correspondence. Buckingham Centre for Arts seeking support. SNC Best Value Performance Plan. SNC Management restructure. Conrad Woolley and response from Terry Glassett. Some of the items will be raised by the new structure and Standing Orders committee. SNC Cultural Strategy survey, completed and returned by clerk. SNC Environmental health, new dog fouling and litter laws. Helmdon PCC thanking the PC for donations of Ł100 for churchyard and Ł500 for Bier shed. Brackley Hospital Trust, thanking the PC for donation of Ł1000. Wappenham PC seeking support of the Parish to address speeding problems suggesting joining Speed Watch scheme. Clerk has replied saying we have agreed to join the scheme. NCC Best Value performance plan summary - on table. NCC requesting up to date information, clerk has responded. SNC invitation to waste seminar - discussed at finance meeting, nobody available to attend. NCC Education dept - vacancy exists for a co-opted governor at Helmdon School. SNC Animal Welfare Officer- available to attend meetings. ROSPA clerk has contacted and arranged for playground to be inspected. Alzheimer's (South Northants branch) newsletter. Biodiversity training workshops - on table. NALC Update - on table. Victim support annual report asking for donations. Parish Path Warden newsletter. Wickstead catalogue. N Oxfordshire Carers' newsletter.

11. Finance.

It was agreed that the following be paid 127 Ł25 petty cash. 128 Ł30.06 to Chris Saunders for repair of notice board. 129 Ł254.80 SNC Travel Tokens. It was agreed that Ł1100 be transferred from the current a/c to the deposit a/c.

12. Dates of Parish Council meetings. Meetings will be on the fourth Wednesdays, alternate months, July 26th, Sept 27th, Nov 22nd 2000, Jan 24th, March 28th, May 23rd 2001.

13. Any other business. The clerk was asked to contact Clarence requesting Gravel Path be cut. Properties in Station Road adjacent to the railway bank have been flooded, clerk to write to the owners of the bank requesting remedial action to improve the drainage. Concern was expressed about the expansion of the builder's yard in Church Street; the clerk to report the matter to SNC. The problems with the street light at Hintons Close had been reported. Dates of meetings, agendas and minutes, when approved, would be posted on the web site. Cllr Gittens was nominated by the Parish Council to access and monitor the Parish Council's contribution to the web site. The notice board on the Reading Room is loose; Cllr England to bring it to the attention of the Reading Room committee.
