A small group for the Annual Parish Meeting.

The Annual Parish Meeting for Helmdon was held on Wednesday 23rd April
2008 at 7:30 p.m. in the Reading Room.
After a couple of good years of attendance this year was somewhat
light with only 10 members of the public turning out. Perhaps the
draw of Manchester United v Barcelona in the Champions League followed
by The Apprentice was just too much!
The chairman of Helmdon Parish Council, Cllr Peter Burns, opened the
meeting and gave a brief report on the council's activities for the
year. The highlights were organising the refurbishment of the play
equipment and reducing the incidence of dog fouling and illegal parking
in the village.
PC Gez Shillito then gave a report on the crime figures for the village,
which are 41% down on last year. There were 14 recorded crimes in
the period to March 2008 including 3 violent crimes (domestic), 1
burglary dwelling, 2 burglaries other, 2 thefts from vehicles, 2 thefts
of vehicles, 1 criminal damage and 3 thefts. South Northants, and
Helmdon particularly, remain one of the safest places to live - and
long may that continue. PC Shillito made the point that the majority
of the crime recorded was avoidable - that is thefts from cars or
houses that had been left unlocked and unattended. All were urged
to be alert at all times to help reduce the crime figures even further.
Helmdon Parish Clerk, Liz Hart, then gave a report on how the parish
council had spent their precept last year. The council closed the
year with £25,856 in the bank, however this includes a grant
and donations received for the refurbishment of the play equipment,
which will cost over £6,000. The precept for 2008/2009 is £10,279,
which is only approx. £25 per band D property and represents
very good value for money.

Cllr Andrew Grant, Helmdon's county councillor, gave a short presentation
on what was happening on a county-wide basis. Northamptonshire County
Council has awarded their highways contract to May Gurney WSP and
it is hoped that they will carry on the improvements in the village
that Atkins started, including the resurfacing of Station Road from
the 30 mph signs up to the B4525, due to start in June.
Helmdon's district representative, Cllr Robin Digby, then gave a very
detailed presentation on everything that's happening in South Northants.
The main theme is all the developments that are coming to Towcester
and, potentially, Brackley. It is thought that up to 4,000 new homes
could be built across the district. Silverstone is also targeted for
major development, and this is necessary if the circuit wishes to
keep the British Grand Prix in the future.
The formal presentations were followed by bite-size reports from leaders
of various village groups including the Fellowship, Mothers' Union,
Acorns, School, Church, Parish Plan Monitoring Group, Girl Guides,
Bridge Players and Workers Education Association.
Peter Burns concluded the meeting by reminding everyone that the Village
of the Year judges' visit will take place on Wednesday 7th May at
10:45 a.m. The visit will start at the Bell over refreshments when
the judges will go through our entry. It would be great to see as
many people as possible attending to show them everything that Helmdon
has on offer.
Next year's meeting will be held on 22nd April 2009, so put the date
in your diary now!
